DFCD Consortium
"In 2025, the Dutch Fund for Climate and Development continued to demonstrate the strength of collaborative climate finance and strong partnerships. In March 2025, CFM announced a successful final close of the Water Facility (Climate Investor Two) at $1.065 billion, becoming the largest climate adaptation infrastructure fund focused on emerging markets globally. Looking ahead, we remain focused on deepening work in LDCs, advancing project pipelines, and ensuring that every euro entrusted to us delivers tangible, long-term development outcomes."
Jim Brands, Head of Public Finance Institutions, CFM
"In 2025, the Investment Committee witnessed a clear improvement in both the quality and volume of proposals generated through the DFCD Origination Facility. This is a testament to the outstanding work of our consortium partners WWF and SNV, whose early-stage engagement continues to deliver strong opportunities. We are proud that DFCD is reaching full commitment in several regions - with Asia already fully allocated, demonstrating both the high demand for climate‑resilient solutions and DFCD’s effectiveness as one of the most successful programs under the EFSD+ framework, delivering real efficiency and tangible impact on the ground. These achievements highlight not only the program's success, but also the urgent need to secure additional funding to maintain momentum. We hope that DFCD’s proven track record will help unlock the resources required to continue this important work at scale."
Ammarens Bruggenkamp, Chair Investment Committee, FMO
“In 2025, we saw how DFCD’s blended finance approach can help turn climate-resilient business ideas into credible investment opportunities. The pipeline continued to grow, matched by strong investor interest: a clear sign that adaptation solutions are gaining ground. In West Africa, what stood out was the close collaboration between the Origination Facility and Investment Facilities, working together to de-risk opportunities and support their path to scale.”
Diane Potey, Regional Lead West Africa, SNV
“This year, the focus was on consolidating our origination work following the replenishment. In Latin America, the close collaboration between our regional team and in-country partners has really paid off in terms of the quality and consistency of our pipeline, and we're seeing the same momentum across the program worldwide. Our focus now is on turning this solid adaptation pipeline into mobilized capital that delivers resilience for people and nature.”
Tania Evia, Regional Lead Latin America, WWF
